Dear students! Congratulations on being selected under quota of the Russian Government for the education for foreign citizens and stateless persons in the Russian Federation at Chelyabinsk State University!
Please read the information below carefully. It will help you plan your arrival and the start of your studies at the university.
- Contact the university representative by email (arnautova@csu.ru), so that we would be able to coordinate your arrival and help you begin your studies.
- Check your application status in your personal account.
- "Distributed" means you have been successfully assigned to a university. Please wait until the study referral necessary for your enrollment is issued and uploaded by the Ministry of Science and Higher Education of the Russian Federation. This may take some time. No further action is required from you at this stage. We recommend that you use this time to prepare all the documents required later for enrollment and accommodation (see the list below).
- "Directed" means that the Ministry of Science and Higher Education of the Russian Federation has issued your study referral and sent it to us. You can now plan your arrival in Russia.
- If you need a visa to enter Russia, in addition to the study referral (status "Directed "), you need to obtain visa instruction details (also available in the system at https://education-in-russia.com). Once the visa information appears in the system, this means that the relevant details have been forwarded to the Russian Embassy in your country, and you may apply for a visa. Please verify which documents are required for a student visa application in advance on the Embassy's website or by phone.
- Important information! The university does not issue visa invitation letters for student visas; this is handled by the Ministry of Science and Higher Education of the Russian Federation. The information from your profile is used to process the visa invitation.
- Once you have obtained your visa (if required for entry to the Russian Federation), you may purchase your ticket and travel to Chelyabinsk. You are required to send us a scanned copy of your visa and your travel ticket by email to forstudent@csu.ru.
- Degree program studies begin on September 1 (dormitory check-in starts on August 25). Preparatory Department studies (additional general education program "Preparation for Enrollment in Professional Educational Programs in Russian for Foreign Citizens and Stateless Persons ") begin on October 1 and continues depending on the class size and the arrival of other students.
- List of documents you are required to bring for enrollment and dormitory check-in:
- Personal identification document (passport) and its notarized translation into Russian.;
- Visa (if required for entry to the Russian Federation);
- Document confirming previous education (a school certificate with transcript or a degree diploma with transcript) and its notarized translation into Russian. For some countries, consular legalization or an apostille is required for the previous education document. You can check whether legalization/apostille is required here: https://nic.gov.ru/ru/proc/lega. Legalization/apostille can only be obtained in the country where the document was issued; these procedures cannot be completed in Russia. Without them, you will not be able to be enrolled in higher education programs;
- Migration card (issued when crossing the border of the Russian Federation). It is important that you state "Education" as your purpose of entry — if you state any other purpose, the university will not be able to extend your temporary stay, and you will be required to leave Russia within 90 days of entry;
- Medical certificates (documents) confirming that you have no health complication that would prevent you from studying (all documents must have notarized translations into Russian):
- medical certificate form SEMD 196 or 086-U (or an equivalent medical report) confirming that you are fit to study and reside in a dormitory;
- certificate from a narcologist;
- certificate from a psychiatrist;
- 6 photos in color, size 3×4 cm;
- Voluntary Health Insurance (VHI) policy valid in Russia from the date of your entry into the Russian Federation (Clause 5, Article 27, Federal Law No. 114‑FZ of 15.08.1996 "On the Procedure for Exit from and Entry into the Russian Federation"). We recommend that you take out a policy for a short period (e.g., 3—4 weeks). Immediately upon arrival in Chelyabinsk, you will be able to take out a one‑year VHI policy with any insurance company in the city.
- For foreign nationals who have not yet turned 18 at the time of crossing the Russian border: in accordance with Russian legislation, minors aged 14 to 18 may enter into transactions with a written consent of their legal representatives —parents, adoptive parents, or legal guardians (Article 26 of the Civil Code of the Russian Federation). For international students under 18, the presence of a parent, legal representative, or guardian is mandatory.
- Check for any additional requirements for foreign nationals entering Russia, as different requirements may apply depending on the date of your planned arrival.
- At least 5 working days before your arrival, please notify us by email (forstudent@csu.ru) of your date and time of arrival in Russia and in Chelyabinsk.
- The address of the International Cooperation Division of Chelyabinsk State University is: Chelyabinsk, Voroshilova 4. You can get to the university by public transport (bus or fixed-route taxi), or using the official app of a taxi service. Do not accept offers from private taxi drivers at the airport, as there is a high risk of being overcharged several times the official taxi fare.
- The International Cooperation Division is open: Monday to Thursday 8 a.m. —5 p.m., Friday 8 a.m. — 3:45 p.m. To complete the documents for enrollment and dormitory check‑in, you need to arrive during working hours. If you arrive in Chelyabinsk on a weekend or late in the evening, please arrange your own temporary accommodations until you can come to the university. You can use hotel and hostel booking services.
- To check in to the dormitory, you need to sign a check‑in application and a tenancy agreement for the student dormitory.
- You need to take out a one‑year VHI policy (the policy must have coverage of at least 500,000 Russian rubles and must include outpatient clinic services, emergency medical care, inpatient care/hospitalization, and repatriation services to your country of citizenship). You can take out a VHI policy with any insurance company in Chelyabinsk or contact the International Cooperation Division for assistance. The cost of the policy depends on your country of citizenship. Detailed information is available at the International Cooperation Division.
- You need to register your migration status at the International Cooperation Division. Failure to register may result in the university terminating your dormitory tenancy agreement and/or dismissing you for violation of Russian migration legislation. For migration registration, you will need to provide:
- passport;
- migration card with "Education" as the purpose of entry (is given to you upon entering Russia);
- tenancy agreement for the student dormitory;
- International students from visa‑free countries must extend their period of stay for the entire duration of their studies. To do this, you need to obtain a certificate of enrollment from the Dean's office of your department/school and a petition from the International Cooperation Division.
- Foreign nationals are required to undergo a medical examination, fingerprinting, and photography in accordance with the requirements of federal legislation of the Russian Federation within 30 days from the date of crossing the Russian border (as indicated on your migration card).
- To obtain a Russian SIM card, you need to get your SNILS (Individual Insurance Account Number), register on the state services portal ("Gosuslugi") and verify your biometrics at a bank office. Once these steps are completed, you can purchase a SIM card of any phone operator working in Russia.
- You can open a bank card of the MIR payment system at any bank.
- Remember to submit documents for your visa extension to the International Cooperation Division at least 45 days before your current visa expires. To extend your visa, you will need to provide the following:
- passport;
- migration card;
- migration registration slip;
- state duty payment receipt (6,000 rubles);
- 2 photos (3×4 cm);
- certificate from the Dean’s office;
- signed visa application form and power of attorney.
- After your visa has been extended (the process takes approximately 30 days), you need to register your migration status again on the day you receive your new visa.
We wish you success in your studies!
